I cannot exclude that Aliyev and the capitulator had secret negotiations. It is known who conducted these negotiations, it is known that the Armenian side, so to speak, ensured operational communication by delivering a letter to the capitulator, and he did not tear that letter apart, nor did he say, “There are unacceptable things here,” but instead said, “Very well.” This was stated by Armenia's third President Serzh Sargsyan in an interview with Armnews.

He noted that he cannot assert that the letter contained a financial offer to Pashinyan, but he also cannot deny it. “The development of events gives everyone reasonable grounds to have doubts. The series of mistakes that occurred was either intentional, or it was a conspiracy, or it was extreme ignorance. In the case of this government, that is impossible,” said Serzh Sargsyan, adding that in order to reach a final conclusion, we are obligated to conduct an objective investigation.

“If Shushi is a ‘dismal, unfortunate’ city, if Shushi is ‘not Armenian,’ and if a person has the cynical audacity to assert such nonsense from the pulpit of parliament, then what right do I or others have to exclude a conspiracy?” Sargsyan stated.
