Clarification on 300,000 and 250,000 Dram Social Support Programs

The Ministry of Territorial Administration and Infrastructures of the Republic of Artsakh has provided several clarifications regarding the social support programs of 300,000 and 250,000 drams:

“First, let us note that if a person is considered a potential beneficiary of these programs, they must submit an online application at the following site: https://dimum.ssa.am/index.php?r=application%2Farcax. If a person is registered, the application is filled out as a standard application; otherwise, a mandatory complaint application must be filed.

Details are presented below. “A citizen may not have benefited from the support for several reasons. If the parents of minor children are beneficiaries, but the children have not yet utilized the program, the parents should register the children in the registry and present the information to the community leader, who must then submit the children's documents to the Ministry of Territorial Administration (50 Tumanyan St, 3rd floor).

If an adult or minor citizen has not benefited from the program because the community leader did not include them on the list, it is necessary to submit identification documents through the community leader to the Ministry of Territorial Administration by January 27 at the latest (50 Tumanyan St, 3rd floor). The community leader presents an explanation as to why the person was not included, and only after that are such individuals included in the list of beneficiaries.

If a citizen has been removed from the potential beneficiaries list and disagrees with this decision, they must submit a written complaint to the Ministry of Territorial Administration (50 Tumanyan St, 3rd floor).

If a citizen does not have registration in the communities of the programs but has been a resident of that community for at least the last three months (up to September 27), they must follow the links below and submit a mandatory complaint application to be included in the list of beneficiaries. The list of potential beneficiaries has already been submitted to the Ministry of Territorial Administration by the community leader.

We also find it necessary to state that the complaint applications submitted by citizens are currently under consideration.”
