Samvel Babayan's Statement Raises Alarm in Artsakh
According to "Fact" newspaper, certain statements made by Samvel Babayan, the Secretary of the Security Council of Artsakh, during a meeting with parliamentarians in the Artsakh National Assembly have sparked new tensions.
First and foremost, Babayan's assertion that Artsakh President Arayik Harutyunyan has transferred part of his powers to him and his organization via a secret decree is considered quite problematic in Artsakh. Experts note that, constitutionally, this raises numerous questions, and politically, it is nonsensical.
The citizens of Artsakh cast their votes for an individual who, according to Babayan, has relinquished part of his presidential powers to the Secretary of the Security Council. Our Artsakh sources report that this statement has also shocked Harutyunyan's allies, who have been voicing concerns about new disruptions in the country’s governance system for quite some time.
One of our interlocutors noted that the meeting in the National Assembly clearly demonstrated that while the President of Artsakh and the Secretary of the Security Council may not have disagreements on certain principled issues, there is a colossal difference in their positions regarding the resolution of existing problems and their perceptions of these issues.
