People are surprised at what compels the Prime Minister to "clench his teeth" and keep Arayik Harutyunyan, Arsen Torosyan, and Hayk Marutyan, despite the widespread dissatisfaction with them.

The reality is that, on one hand, loyal individuals are very few, and on the other hand, specialists are reluctant to associate themselves with the authorities due to the uncertain future. Additionally, there is another reason: failures in these critical areas significantly damage the authorities' image, and thus new people with new failures in Yerevan, education, and healthcare are not something the government can afford. This is why Pashinyan tries to cover up their shortcomings, instilling the idea that everything is fine. This has played a role in his decision to not "give up" on Hayk Marutyan.

Taking advantage of the opportunity, he circulated a bold statement about the previous officials and "executive" media. In reality, there is a belief within the KPP that the question of replacing the mayor has long matured, and he is considered Nikol Pashinyan's "most unsuccessful appointment," the newspaper writes.
