Human Rights Defender Receives 55 Collective and 49 Individual Complaints Regarding University Admissions
The Human Rights Defender received a total of 55 collective and 49 individual complaints from July 21 to July 31 concerning issues related to university admissions.
The Defender's office also monitored the protests made by the applicants and their parents. The Defender held a meeting with a group of applicants and their parents to discuss their concerns.
Professional discussions took place within the Human Rights Defender's office, resulting in several letters addressed to the Ministry of Education, Science, Culture, and Sports of the Republic of Armenia.
By examining the content of the complaints and the relevant legislation of Armenia, and guided by the constitutional law on the Human Rights Defender, the Defender refrains from making assessments on issues that are beyond the Defender's jurisdiction or have already been presented for judicial consideration by the applicants.
The organization and implementation of the educational system, as well as the selection of necessary measures in this direction, grant states a wide scope of discretion according to international requirements. The Human Rights Defender has raised the question of whether the state has taken into account all factors that could negatively impact the applicants' right to education and whether it has undertaken sufficient measures to neutralize the negative effects of those factors.
