The Commander Makes Amendments and Additions to the Decision of March 18

The Deputy Prime Minister and the Commander of the Armenian Republic, Tigran Avinyan, has made amendments and additions to the decision of March 18, 2020.

“Guided by the Armenian Government’s decision No. 298-N of March 16, 2020, on declaring a state of emergency in the Republic of Armenia, the Commander’s decision No. 5 of March 18, 2020, on restrictions applied upon entering the Republic of Armenia and within the administrative borders of the Republic of Armenia, has been revised as follows:

  1. IDeclare that individuals entering the territory of the Republic of Armenia are subject to special examination (remote temperature measurement, external examination, and if necessary, questions regarding clinical signs characteristic of the infection) by staff at the border sanitary quarantine checkpoints (hereinafter: BSSQCP).
  2. If symptoms are present as a result of the process defined in the first clause (including a fever above 37 degrees Celsius or other symptoms), immediate hospitalization is mandated, and urgent notification is given to the Ministry of Health of the Republic of Armenia and the State Health and Labor Inspectorate.
  3. If no symptoms are detected by the employees of the BSSQCP, a notification is registered to the Ministry of Emergency Situations of the Republic of Armenia or the regional governor's office of the respective border checkpoint. Individuals are transported via vehicles provided by the Ministry of Emergency Situations or the regional governor’s office to a quarantine location specified by the Ministry of Health of the Republic of Armenia or the regional governor’s office and are subject to 14-day isolation.
  4. Restrictions provided in the annex to the Government’s decision No. 298-N of March 16, 2020, are applied to persons providing care to patients confirmed with the coronavirus infection or those in contact with the patient (including work, classroom, cohabitation, gatherings, any type of transportation, etc.), with the aim of transporting them to a designated quarantine location set by the Ministry of Health of the Republic of Armenia or the regional governor’s office. Necessary measures will be applied by the police of the Republic of Armenia and the Ministry of Health in quarantine locations.
  5. Exceptions to the provisions of points 2 and 3 of this decision include drivers conducting interstate freight transport (including those who leave the territory of the Republic of Armenia after unloading), train drivers, and crew members of aircraft arriving in the Republic of Armenia for the purpose of organizing pilots’ rest.
  6. If symptoms are present in the individuals mentioned in point 5 as a result of the process defined in point 1 of this decision (including a fever above 37 degrees Celsius or other symptoms), they will be hospitalized.
  7. If no symptoms are detected by the process described in point 1:
    1. Drivers conducting interstate freight transport shall be isolated after entering the Republic of Armenia until the next departure:
      1. in the temporary storage places specified in transit declarations filled out at border customs offices,
      2. at locations specified by the cargo importer if this location has been indicated as a destination for the cargo being transported under the transit declaration filled out at the border customs office based on written permission from the State Revenue Committee,
      3. within the unloading area if the cargo has been imported into the Republic of Armenia from EAEU member countries under the “customs transit” procedure,
      4. within the loading area if the cargo is being exported from the territory of the Republic of Armenia using vehicles registered in other countries.
      5. If the necessary conditions for isolation are absent at these locations, drivers conducting freight transport will self-isolate in a designated location for the isolation of drivers assigned by their transport organization or in the driver’s cabin of the transportation vehicle.
    2. Train drivers and their attendants will self-isolate after their shift until the next shift.
    3. For the purpose of organizing pilots' rest, crews of aircraft arriving in the Republic of Armenia will be isolated until the next flight. The isolation of personnel granted permission to enter the Republic of Armenia for the organization of pilots’ rest will be conducted at a designated location, under police supervision.
  8. The Head of the State Health and Labor Inspectorate of Armenia, Hakob Avagyan, is instructed to:
    1. conduct special examinations for drivers conducting freight transport, train drivers, and crews of aircraft arriving in Armenia for the purpose of organizing pilots’ rest at the border crossing points of the Republic of Armenia to identify any infection symptoms,
    2. inform drivers conducting freight transport, train drivers, and crews of aircraft arriving in Armenia about the requirement for a maximum 14-day isolation period after entering the Republic of Armenia until the day they leave the territory,
    3. provide information regarding isolation notices to the Commandant's Office, the Ministry of Health, and the Police of the Republic of Armenia.
  9. The Minister of Health of the Republic of Armenia, Arsen Torosyan, the Director of the National Security Service, Edward Martirosyan, the Chief of Police, Arman Sargsyan, the regional governors, the Head of the State Health and Labor Inspectorate Hakob Avagyan, and the Deputy Chairman of the Civil Aviation Committee, Galust Poghosyan, are instructed to ensure the execution of the established measures.
  10. The Chief of Police, Arman Sargsyan, is instructed to ensure monitoring of isolation locations for drivers conducting freight transport, train drivers, and crews of aircraft arriving in Armenia for the purpose of organizing pilots’ rest, ensuring their absence from those locations is prevented.
  11. The Minister of Health, Arsen Torosyan, the Mayor of Yerevan, Hayk Marutyan, and the regional governors are instructed to ensure monitoring of the health status of isolated individuals.

This decision comes into force from the moment of publication.
