The Parliament resumed its work in an extraordinary mode. The agenda includes constitutional amendments. Quorum has been secured. A total of 110 lawmakers have registered.
Edmon Marukyan, the head of the 'Enlightened Armenia' faction, speaking on the rules of procedure, noted that the legal committee has not provided a conclusion on the special procedure, and without that, they are entering the special regime for constitutional amendments. 'This is a lapse and a violation, a session of the legal committee must be held,' he said.
Parliament Speaker Ararat Mirzoyan responded: 'Our procedural law provides for cases where discussions are held without a conclusion from the primary committee.'
MP Mikael Melkumyan, from the Prosperous Armenia party, noted that the parliamentary procedural law defines the process for submitting initiatives for constitutional amendments for discussion and for bringing the draft into circulation. He specified that the draft is put into circulation within three working days after receiving the submission, which is not done under the usual legislative procedure. 'I have done that,' Mirzoyan said.
It should be noted that this morning's extraordinary session did not take place, as Parliament Speaker Ararat Mirzoyan informed that, according to point 7 of the first part of Article 68 of the constitutional law 'Parliamentary Procedure', the initiator has withdrawn the legislative initiatives included in the agenda of the extraordinary session today.
