Mental Health Assessment for Arthur Torosyan Following Shooting at Erebuni Plaza to Last One Month
The mental health assessment for Arthur Torosyan, who opened fire at Erebuni Plaza, is expected to last one month. This was stated by Torosyan's attorney, Eduard Aghajanyan, in a conversation with ArmDaily.am, emphasizing that the process takes a considerable amount of time since it involves inpatient assessment. The findings of the assessment will not affect the scheduling of the appeal hearing for his detention.
It is worth noting that the defense filed an appeal with the Court of Appeals to change the measure of restraint. As of now, it is unclear which judge has been assigned to the appeal, and therefore, a hearing has not yet been set. 'This is a normal procedure; a 10-day deadline has been set for the appeal, but we filed our appeal on the second day, so the appeal deadline has not yet expired,' he said.
It is important to recall that the need for a mental health assessment arose after Torosyan claimed that his intrusion into Erebuni Plaza was motivated by a desire to understand why he had been programmed by Sedrak Kocharyan, the son of former Armenian President Robert Kocharyan.
On January 23, Torosyan entered Erebuni Plaza and fired shots. He was engaged in negotiations with Arman Sargsyan, the acting head of the Armenian Police, who facilitated the transfer of his weapon and the subsequent disarmament of Torosyan. A criminal case has been initiated against him under Articles 218, 235 (illegal possession, carrying, or transportation of firearms), and Article 185 of the Armenian Criminal Code, with incarceration being chosen as the preventive measure.
