It is a Myth that the Constitution Prohibits the Use of Armed Forces in Domestic Matters: Alumyann

Numerous myths have formed around the events of March 1, one of which is that our Constitution does not allow for the use of the Armed Forces in domestic matters, such as for preventing mass riots, said Haik Alumyan, the lawyer of the second President of Armenia, Robert Kocharyan, during a press conference today.

“During the events of March 1, 2008, Article 8.1 of the Constitution was in effect, according to which the Armed Forces of the Republic of Armenia ensure the security, defense, and territorial integrity of the Republic of Armenia and the inviolability of its borders. And what is security? It is the ability to defend against internal and external threats. Security can be violated due to mass disturbances,” the lawyer stated, noting that this concerns both internal and external security.
