Car Deliberately Runs Over Dog and Drives On: Econews.am
A car deliberately ran over a dog and continued its journey, according to Econews.am.
“We don't know how to describe what happened to this dog to refrain from saying bad words: this poor animal was sleeping on the edge of the street when a passing car, seeing the dog, deliberately swerved right, ran over the dog, and continued on its way. The incident occurred in the city of Ejmiadzin. Fortunately, witnesses were able to immediately take the dog to a clinic, and first aid was provided. Ultrasound, X-rays, and blood tests were conducted. The bladder is ruptured, and the entire bladder is filled with blood; it has a fracture and is in very serious condition. We will do everything we can to help him,” noted the “Dingo Team” NGO on its Facebook page.
It is worth emphasizing that Article 92 of the RA Code of Administrative Offenses imposes administrative liability for cruel treatment of animals. Article 92 states: “Cruel treatment of animals leading to their destruction or mutilation, as well as torturing animals, results in penalties for citizens ranging from five to fifteen times the minimum wage, and for officials, from eighty to one hundred times the minimum wage.”
According to psychologist Irina Chaturyan, a person who exhibits cruel behavior toward animals cannot be considered mentally healthy. “Such a person cannot be considered mentally healthy and can be very dangerous to society. The way a person treats an animal clearly reflects what they are. One is connected to the other. If they inflict such harm on something smaller and defenseless, it signifies that this person is not normal. This is obvious,” she stated.
We have repeatedly called for the need for laws defining responsible treatment of animals. This issue has been raised by animal protection advocates, relevant specialists, and media outlets, but no action has been taken in this direction by either legislative or executive bodies.
