One of the Responsible for Fake Investigations into Criminal Cases Appointed as a Judge
According to the newspaper "Hraparak", the Supreme Judicial Council recently held interviews for judges regarding criminal specialization. Out of 7 candidates for the criminal specialization division, 4 received the necessary votes. Among them is Boris Bakhshiyan, Deputy Military Prosecutor of the 3rd Battalion. The 3rd Battalion Investigative Department serves the military units in Martakert.
Among the criminal cases that occurred in the past year and are known to the public, at least five relate to the 5th defense unit of Martakert. The circumstances of the cases remain unclear and unexplained for the relatives of the victims. Here are some of the most notorious cases:
The 3rd Battalion is handling the case of conscript soldier K. from Yerevan who was subjected to abuse. According to the soldier's testimony, he was assaulted on the very first day of being drafted into the army, with an officer, G., reportedly beating him and subjecting him to ongoing abuse. After the case was initiated, it quickly turned against the victim, as he was accused of false denunciation, unlawfully held for months in military police custody under pressure, and later retracted his statements in court. The case is currently being heard at the Stepanavan Court.
The 3rd Battalion is also investigating the case of fallen soldier Hrant Mangasaryan, who died on November 4, 2017, due to the explosion of a mine in the unit's warehouse—having covered an anti-tank mine with his body. Due to criminal negligence from the command, the mine was brought to the warehouse in a combat-ready state and exploded in the soldier's hands, resulting in his death and the injury of two other soldiers. The investigation lasted for two years.
Another soldier serving in Martakert was Yazidi conscript Turik Broyan, who has mental health issues, but was long accused of malingering by the Ministry of Defense. In the Martakert unit, he was subjected to brutal beatings, and a criminal case has been initiated, although the investigation has been formal and lengthy.
It is noteworthy that one of the leaders of this battalion, after studying at the Academy of Justice, has now been appointed as a judge.
