The newspaper "Hraparak" writes: "Deputy Minister of Health, Arsen Davtyan, who is accused of being involved in fraudulent activities related to state purchases, has had the opportunity to carry out reallocations of the state order almost every month.

This is not prohibited by law, as healthcare institutions sometimes do not spend their allocated funds or exceed their budgets and then apply to the ministry to adjust the funds. In January, Razmik Abrahamyan's center was underfunded by about 200 million drams, and efforts to offer bribes have been directed toward increasing this amount.

We tried to obtain a list of reallocations carried out by the ministry this year, which would clarify towards which other organizations the ministry has been "generous". However, we were refused, citing it as a preliminary investigative secret.

By the way, reallocations of the state order are also ongoing in the ministry these days, conducted by the head of the staff, Artyom Smbatyan, along with several other officials."
