Health Care Deputy Minister to be Detained for 2 Months: Tert.am

The court has decided to detain Deputy Minister of Health Arsen Davtyan for two months, who was recently arrested. This was reported to Tert.am by the spokesperson of the National Security Service (NSS), Samson Galstyan.

Arsen Davtyan has been charged with suspicion of receiving a particularly large bribe.

It is noteworthy that as a result of extensive operational-investigative measures and comprehensive investigative actions, factual data have been obtained indicating that the director of a medical institution intended to secure the patronage of the deputy minister who coordinates funding for medical institutions from the Ministry of Health and to create favorable working conditions for himself.

As a result of this scheme, on March 30, 2019, the deputy minister of health was personally given a substantial amount of money as a bribe in his office to supplement the organization’s funding shortfall for various programs within the framework of the state order, with the transfer conducted under the operational control of NSS employees.

A criminal case has been initiated in the Investigative Department of the National Security Service of Armenia under the second part of Article 311 and the first part of Article 312 of the Criminal Code of the Republic of Armenia. On the same day, the detained deputy minister was arrested on suspicion of receiving a particularly large bribe, while the individual suspected of giving the bribe was released on a signature not to leave, taking into account their age and health condition.

The investigation is ongoing, and measures are being taken to uncover potential corrupt practices in this area and all individuals associated with them.

It should be recalled that on March 30, information was disseminated that the NSS had arrested Deputy Minister of Health Arsen Davtyan and had also detained Armenia's chief obstetrician-gynecologist Razmik Abrahamyan.
