Imprisoned Individual with Severe Illness Released

In relation to the issue raised by the Human Rights Defender of Armenia, the detention of an individual diagnosed with peripheral lung cancer has been replaced with a signature prohibiting leaving the country, and he has been released. This information was reported by the public relations department of the Human Rights Defender's office.

The Human Rights Defender issued a statement yesterday indicating that the incarcerated individual in the 'Prison Hospital' has a severe illness that is incompatible with holding him in incarceration and poses a threat to his rights against torture, inhuman or degrading treatment, or punishment, as well as his right to life.

Based on the complaint filed by the Defender, visits were conducted to the penitentiary institution, and medical documents regarding the imprisoned individual who lodged the complaint were examined. Through the study of the complaint and medical documents, clarifications from the penitentiary's medical staff, and the letter sent to the Defender by the penitentiary service, it was clarified that the individual has a severe illness—stage 4 peripheral lung cancer, with tumor-related intoxication.

During the discussion of the complaint, it was also revealed that the case is in the appeal stage and has been in the Supreme Court for two working days. In a letter to the Defender from the penitentiary service, it was clarified that the Supreme Court had also received information about the serious health condition of the imprisoned individual from the penitentiary institution.

The Human Rights Defender raised the issue of changing the measure of detention for the imprisoned individual based on severe illness, both publicly and in a letter addressed to the Prosecutor General.

According to the information provided by the penitentiary institution, it has been clarified that today’s decision by the Supreme Court has replaced the chosen measure of detention with a signature prohibiting leaving the country, and the individual has been released.
