Minimum Score Threshold for Deferral under the ‘Honorary Service’ Program to Change

In light of the necessity to ease the conditions for granting deferral from mandatory military service for citizens entering military service under the framework of the ‘Honorary Service’ program, the government has adopted a decision.

According to the justification, citizens who receive a positive score at least 70% of the maximum value set for the average qualifying grade (AQG) at a particular higher education institution, or those who accumulate at least 75% of the maximum positive scores in the admission exams set for that institution, are granted the right to deferment. Additionally, those who have been admitted to the university must also score at least 75% of the maximum value in the general development test.

An analysis of the quantitative data regarding applicants for the ‘Honorary Service’ program over the last five years indicates a gradual decrease in the number of students who have signed contracts with the Ministry of Defense of the Republic of Armenia. This trend is largely attributed to the failure of applicants to collect the necessary scores, with a significant number scoring within the range of 60% to 75%.

To address this issue, the decision stipulates that the minimum score threshold required for contracting under the ‘Honorary Service’ program in the scope of targeted education, and for granting deferral from mandatory military service, will be reduced by 10%.
