Sargsyan Presents New Data on Granting Armenian Citizenship
The Minister of Internal Affairs, Arpine Sargsyan, announced that citizenship of the Republic of Armenia has been granted to 25,670 individuals by presidential decree in 2025. During a session of the National Assembly, the minister noted that among those who received citizenship, 19,367 are compatriots forcibly displaced from Nagorno-Karabakh.
According to Arpine Sargsyan, there has been an increase in the granting of citizenship compared to 2024, as ethnic Armenians who hold citizenship of other countries and those displaced from Karabakh are actively applying, resulting in a rapid process in 2025. “We have an increase in terms of granting citizenship. This allows us to state that Armenia is becoming an attractive country for both ethnic Armenians who currently do not have Armenian citizenship as well as our displaced compatriots from Karabakh and representatives of other foreign states,” the minister stated.
Arpine Sargsyan also addressed speculations regarding the government's alleged intention not to provide citizenship to the displaced. She clarified that out of 36,676 individuals displaced from Nagorno-Karabakh, a portion has received Armenian citizenship; some through the passport issuance process and others by presidential decree. According to the minister, 12,000 of the 28,000 displaced minors have already obtained citizenship through the passport issuance method.
