Armenia's New Constitution Draft Text Ready, Says Galyan

The draft text of Armenia's new constitution is already prepared and is set to be discussed at a meeting of the ruling Civil Contract party's board, as well as in the corresponding parliamentary faction.

According to Armenpress, this was stated by the Minister of Justice of Armenia, Surbhi Galyan, during the first meeting of the Public Council affiliated with the Ministry of Justice.

"The Council on Constitutional Reforms is working very actively. We hold meetings every week. The text is ready, as I promised. However, I do not have any news regarding its publication, as it has been decided that the text will also be discussed within the board of the Civil Contract party and the parliamentary faction. After that, a decision will be made regarding the publication of the text," stated the minister.

Galyan clarified that the conceptual provisions of the new Constitution had been developed earlier, while the text itself has been crafted based on those provisions.

According to Galyan, the approach is as follows: the focus is on the person, the citizen, the people, and there is no deviation from the current governance system. "We believe that the best expression of democratic principles is within parliamentarism. However, we have made significant changes in the context of attempting to decentralize the branches of power further and balance them, for instance, by providing oversight mechanisms to the National Assembly over the Prime Minister's activities and so on," Galyan noted.

Plans related to the judicial power include the possibility of instituting a jury system. It is also planned to allow for two-tier appeals of cases, the possibility of written examination of cases, and the capacity to appeal decisions of the Supreme Judicial Council, which is not available today.

Earlier, Minister of Justice Surbhi Galyan announced that the text of Armenia's new Constitution draft would be published in March 2026.
