Migration Trends Noted for 2025, Says Minister of Internal Affairs

2025 has been a significant year for the migration and civil service department of Armenia's Ministry of Internal Affairs, announced the Minister of Internal Affairs, Arpine Sargsyan, during a press conference.

“In 2025, 5,201,747 individuals entered Armenia, while 5,171,270 individuals departed. These figures are considered exceptional compared to recent years regarding both Armenian citizens and foreigners, as it is the first time since we started tracking the migration balance of entries and exits for Armenian citizens in 2010 that we have a completely different picture. As a result, we have recorded a positive net migration balance of 30,477. In this context, I find it particularly significant that the migration balance for citizens of the Republic of Armenia is also positive, amounting to 8,660. I note that this is the first year in the last 15 years that the balance for Armenian citizens has been positive. The only exception was in 2020, which was due to the coronavirus pandemic, so we should consider this as an atypical situation,” said Arpine Sargsyan.

According to the minister, these results indicate the closing of the emigration window, and migration trends of immigration are now forming in Armenia. She believes this reflects the level of internal security in the country, efforts toward achieving peace, and other positive changes noted in recent years.
