33.3 Billion Dram Returned Through Pension and Benefit Rebates: Torosyan

Prime Minister Nikol Pashinyan visited the Ministry of Labor and Social Affairs to discuss the summary report of the agency's activities in 2025 and the work carried out.

The Minister of Labor and Social Affairs spoke about the positive indicators recorded under the rebate program for pensions and benefits concerning cashless transactions, noting that as of January 2026, 400,572 individuals are benefiting from the initiative. The volume of cashless transactions amounts to approximately 359.7 billion dram, with 33.3 billion dram returned to beneficiaries in the form of rebates.

The support program for individuals with unreliable loans continues, with 8,165 individuals benefiting; 1,559 loans have been fully written off, and 1.3 billion dram has been allocated for loan repayments.

Arsen Torosyan mentioned that programs aimed at ensuring stable livelihoods for displaced persons from Nagorno-Karabakh are also a priority for the state. According to the minister, 44,414 individuals received 40,000 dram support under a program for covering the living and other expenses of specific groups during 2025 (the support continues at 30,000 dram per person).

Under the emergency assistance program for needy families, support has also been provided to 6,168 families. A total of 7.1 billion dram has been allocated from the state budget for the housing program of displaced families, supporting 4,167 beneficiaries. During 2025, 3,947 families received certificates, of which 3,697 were utilized.

As of February 1, 2026, the number of individuals who obtained certificates under the displaced families' housing program is 4,404, with 1,932 having utilized the certificate. During the reporting year, approximately 3 billion dram was paid from the state budget. A program to provide assistance for education and gaining work experience for displaced persons was utilized by 952 individuals in 2025, which amounts to 95.2% of what was planned.
