Annual Influx and Outflow of Prisoners Remains Consistent, Says Minister of Justice
Currently, there are 2,869 individuals held in prisons, of which 1,406 are remanded and 1,463 are convicted. This marks a significant moment as, for the first time in five years, the number of convicted individuals exceeds the number of remanded individuals by 57. This is a positive indicator, suggesting that the number of remands is decreasing while the number of judicial acts entering into legal force is increasing. This reflects an acceleration of processes.
This was stated by Justice Minister Surbhi Galyan during the ministry's press conference summarizing activities for 2025. The minister also presented statistics regarding the turnover within prisons. “Last year, 2,557 individuals entered the prison system (compared to 2,014 in 2024) and 2,396 exited. This means we have the same number of individuals entering and exiting each year. Certainly, among them are people serving long sentences or remands, but the turnover is quite significant,” the minister noted, emphasizing that these figures are indicative of considerable work accomplished.
In 2025, conditions for serving sentences for individuals in custody have also continued to improve. Extensive renovation and construction works have been carried out in all correctional facilities, and according to the minister, these efforts will continue in the future. “In 2025, we finally succeeded in closing the 'Convicts' Hospital' correctional facility, meaning that this institution is no longer operational in our country. Instead, the 'Armavir' correctional center now has a new inpatient unit equipped with advanced medical equipment,” she stated.
