Illegal Constructions Near Former Police Chief Vladimir Gasparyan's Property Demolished
The Prosecutor General's Office announced on December 30, 2025, that the demolition of illegally constructed buildings in low-lying areas adjacent to Lake Sevan has begun. The office also stated that the dismantling of these illegal structures would continue into 2026.
On February 2, 2026, the walls, concrete support structures, ramps, and other illegal constructions of the villa owned by former head of the Armenian Police, Vladimir Gasparyan, located at Lake Sevan, were demolished. The Prosecutor's Office is seeking the confiscation of this villa, as well as other properties associated with Gasparyan.
Since December 2025, as a result of the Prosecutor's Office's requests, approximately 40 illegally built structures, including both primary and auxiliary buildings, have been demolished across 14 low-lying lots by various individuals. Furthermore, the State Revenue Committee has terminated two contracts with the Sevan National Park.
It should be noted that in addition to the aforementioned requests, during 2025, eight more requests were directed to the Ministry of Environment and the Sevan National Park's administration by the state interests protection division of the Prosecutor's Office and the Gegharkunik regional prosecutor's office.
These requests, along with lawsuit petitions submitted by the Prosecutor's Office to the courts, pertain to various illegally constructed properties, including:
- Vladimir Gasparyan's villa at 97 1st Street, Drahthik Community, Gegharkunik Region;
- The administrative complex of the "Harsnakar" Hotel located at 50 Yerevan Highway, Sevan;
- Cottages of the "Harsnakar" Hotel located at 48/6 Yerevan Highway, Sevan;
- An illegal villa constructed by the former president of the Football Federation of Armenia and former member of the National Assembly, Ruben Hayrapetyan, at 38 3rd Street, Holiday Zone, Sevan;
- An illegal villa constructed by former Minister of Defense Seyran Ohanyan at 71 1st Street, Drahthik Community, Gegharkunik Region;
- An illegal villa constructed by Arman Hakobjan, chairman of the board of the "Kapavor" LLC, at 88 1st Street, Drahthik Community, Gegharkunik Region.
Criminal proceedings have been initiated based on investigations conducted under the authority of the state interests protection division of the Prosecutor's Office and the Gegharkunik regional prosecutorial authorities.
