Conditions for Incarcerated Individuals and Officers Improved, Says Galyan
The Minister of Justice, Srbuhie Galyan, has presented the report on the activities of the Penitentiary Service for 2025. According to the report, there has been an improvement in the statistical picture regarding the transfer of individuals to lower-security zones and better living conditions.
Conditions for incarcerated individuals have improved, and the working conditions for officers have been enhanced, with numerous cells, shelters, restrooms, gyms, and offices renovated. The scope of employment opportunities for incarcerated individuals has expanded.
The involvement of incarcerated individuals in resocialization activities has also seen improvement. Various educational programs have been implemented, including general education, higher education, postgraduate, and non-formal education.
Plans for 2026 include a reassessment of the conditional early release institute, a review of the security model in penitentiary institutions, full implementation of escort services for individuals deprived of liberty, development of a new format for accreditation, and the implementation of electronic monitoring in all penitentiary institutions.
