Azerbaijanis Held Accountable for Participation in Russia-Ukraine Conflicts
The State Security Service is conducting investigative measures to identify and prosecute citizens of the Republic of Azerbaijan who have participated in military conflicts outside the country's borders as part of armed formations not authorized by the legislation of the Republic of Azerbaijan. According to received information, a significant number of citizens of the Republic of Azerbaijan have participated in the ongoing military operations between Russia and Ukraine recently, resulting in many casualties, disappearances, or injuries, while some have been captured.
The investigations have identified Azerbaijani citizens including Nabiyev Real Eldeniz oglu, born in 1991, Huseynov Faris Famil oglu, born in 1993, Mamedov Ali Elnur oglu, born in 1994, and Mirgashimli Murov Hasan oglu, also born in 1994, as participants in military operations under the control of Russian and Ukrainian armed forces. These individuals were arrested and prosecuted in January 2026, and the court has issued a decision for their pre-trial detention.
The notification states: “We remind citizens once again that participating in such armed conflicts entails criminal liability in the Republic of Azerbaijan, and henceforth, accountability for individuals engaged in such criminal activities in foreign states will be ensured according to the law.”
