As Long as We Lack an Exportable Economy, Discussing 'Doctrines' is a Dangerous Self-Delusion: Ananyan

Former Head of the State Revenue Committee of Armenia David Ananyan stated: “A mere list of wishes, even if it’s called a ‘doctrine’, does not become a doctrine. A document only becomes a doctrine when it contains clear calculations, mechanisms, risk assessments, and responsibilities.

Meanwhile, the proposed ‘Doctrine’ essentially creates a ‘paper’ impression, suggesting that the government has a ‘grand vision for 2050’, but in reality, it provides formulations without obligations. We are not saying the same thing. We do not write beautiful words for political PR. We provide mechanisms for economic restructuring: industrial zones, a new tax architecture, and redirecting resources towards production and export.

As long as Armenia does not have a productive, exportable economy, discussing ‘visions’ and ‘doctrines’ is a dangerous self-delusion.”
