Hovik Aghazaryan Presents Proposals for the Opposition Field
Member of Parliament Hovik Aghazaryan has written: "I am authorized by the MASCK Executive Board to present our ideas for the possible consolidation of the opposition field in order to manage the challenges facing our state.
A roadmap for implementing a change of power as a result of the 2026 National Assembly elections and forming a temporary balanced government within the limits of the Constitution and Legislation of the Republic of Armenia:
The political field in Armenia can be conditionally divided into three major segments:
I segment: here are the CPCK and its affiliated or satellite forces.
II segment: this segment consists of political forces that, for various reasons and motivations, do not have a clear stance on adopting a political position ahead of the 2026 National Assembly elections.
III segment: here are the political forces that have a clear stance on the impracticality of Nikol Pashinyan's re-election as Prime Minister of the Republic of Armenia.
Of course, there are contradictions among the forces in the I segment, but they are negligible, and their participation in the elections in one form or another will not prevent Nikol Pashinyan's re-election.
A lot depends on the stance of the forces in the II segment because their participation will lead to the fragmentation of voters' votes, which is favorable for Nikol Pashinyan's re-election.
Conflicts among the forces in the III segment sometimes reach the level of antagonism, which severely hinders the selection of a format for a unified political struggle against the CPCK.
The main challenge is to find a collaboration formula that will be maximally acceptable to the forces in the third segment.
In this sense, the following option may be acceptable: the forces in the third segment create a political front in 2026 to achieve their main goal, which is to prevent Nikol Pashinyan's re-election as Prime Minister through constitutional and legislative means.
The central part of the front should be the "Our Way" movement, with pre-election alliances formed from forces affiliated with Robert Kocharian on the left flank, and on the right side, pre-election alliances formed from other forces in the third segment.
The pre-election alliances accept a Memorandum considering the new geopolitical realities, as well as the trends in their development, realistically assessing the degree of danger of the region's creeping developments.
Highlighting the efforts of regional powers in establishing peace, as well as strengthening and deepening friendly relations with neighboring countries, while developing integration processes based on sovereignty.
Noting that in the modern world, the Turkish-Azerbaijani tandem, at best, can only revise its approach in terms of the toolkit for the elimination of the Armenian statehood, adapting to the norms and spirit shaped in the new world order.
Stating that the current authorities of the Republic of Armenia, led by the Prime Minister, have brought the country to numerous visible and hidden challenges due to reckless policies, and that due to many objective and subjective reasons, it is impossible for the authorities to manage these challenges, which substantiates the recent failures that are interdependent, and the continuity of which can make many processes irreversible.
Highlighting that Nikol Pashinyan has essentially transformed into an autocratic and totalitarian leader, which is extremely dangerous due to his psychological, social, public, and political state of mind.
Pointing out that Nikol Pashinyan's re-election as Prime Minister may jeopardize the existence of the Armenian statehood.
The political formations mentioned below, suspending all existing disagreements, sign this memorandum regarding the following:
The political front will participate in the National Assembly elections taking place on June 7, 2026, with a unified agenda (not a unified list).
1.1. To win the National Assembly elections.
1.2. To form a temporary balanced government based on the results of the National Assembly elections, for the minimal possible and reasonable period, but not exceeding one year (Articles 149 and 151 of the Constitution provide an opportunity to form a government for four months).
2. The Prime Minister of the temporary government, the President of the National Assembly, and the Deputy Prime Ministers cannot hold any high state positions after the expiration of the temporary government's powers.
3. All the pre-election formations included in the front will participate in the formation of the temporary government.
When forming the temporary government, the votes collected by the pre-election formations will be taken into account.
4. The pre-election formations, while being a coalition in content, should act with one unified party list.
5. Should the political will of the authorities result in excluding any political coalition from the election campaign, that political formation will also participate in the formation of the temporary government.
The political front will:
1. Remain loyal to all bilateral and multilateral agreements and obligations of the Republic of Armenia.
2. It will be prohibited for any citizen of the Republic of Armenia who has held high office since 2018 to leave Armenia for a period of three years.
3. The memorandum remains open for signature until the second Sunday of the National Assembly election campaign."
