Armenia's Foreign Ministry Releases Statement
The Armenian Ministry of Foreign Affairs has published the full text of the joint declaration on "Strategic Partnership between the Republic of Armenia and the Grand Duchy of Luxembourg."
“Emphasizing the joint desire and determination of the Republic of Armenia and the Grand Duchy of Luxembourg (hereinafter referred to as 'the Parties') to deepen their relations in the areas of policy, economy, defense, security, justice, culture, education, and environment, as well as to explore expansion opportunities in new fields, the Parties establish fundamental values underlying their partnership, including the commitment to the strengthening of democracy and the rule of law, the protection of human rights and fundamental freedoms, as well as the promotion of multilateralism and a rules-based international order. Remaining committed to the universally recognized principles and norms of international law, particularly the goals and principles enshrined in the UN Charter and the Helsinki Final Act, the Parties aim to contribute to regional and international security, stability, and peace.
Reaffirming Armenia's aspiration to strengthen its political, economic, security, cultural, and social ties with the European Union and the broader community of democratic states, with the intent of establishing a comprehensive and effective framework for bilateral cooperation based on mutual priorities and objectives in the spirit of friendship and mutual respect, the Parties express their determination to enhance the bilateral relations between the Republic of Armenia and the Grand Duchy of Luxembourg through the establishment of strategic partnership.
1. Political Dialogue, Regional and International Cooperation
- The Parties shall, as necessary, maintain and activate high-level contacts between the political leaders and representatives of the executive and legislative bodies of the two states.
- The Parties shall hold regular political consultations at the level of deputy foreign ministers or heads of departments and political directors or their deputies to exchange views and coordinate positions on bilateral relations as well as international and regional issues.
- Emphasizing the importance of deepening the Armenia-EU partnership, the Parties shall promote the establishment of thematic bilateral regular consultations focusing on support for Armenia's approximation to EU standards, facilitating the full and effective implementation of the Comprehensive and Enhanced Partnership Agreement (CEPA) between Armenia and the EU, enhancing sovereignty and resilience, strengthening democratic institutions, and protecting human rights and fundamental freedoms.
- The Parties shall actively cooperate within international organizations, including the United Nations, the Council of Europe, NATO, the Organisation for the Prohibition of Chemical Weapons, the OSCE, and international financial institutions, among others.
- The Parties shall work towards promoting and strengthening democracy and the rule of law, protecting human rights and fundamental freedoms, fully respecting the principles and norms of international law, as well as ensuring efforts aimed at good governance and combating corruption.
- Recognizing the significance of the Peace Declaration of August 8 in Washington and based on the pre-signed agreement on the establishment of peace and inter-state relations between the Republic of Armenia and the Republic of Azerbaijan, Luxembourg will continue to support the institutionalization of peace between Armenia and Azerbaijan and the normalization of relations based on mutual recognition of each other’s sovereignty and territorial integrity, in accordance with the 1991 Almaty Declaration, as well as the demarcation of interstate borders according to the same declaration.
2. Security, Justice, and Defense
- The Parties recognize the potential for expanding cooperation in the areas of security and defense and agree to continue exploring opportunities to strengthen cooperation in this area.
- Cooperation in the defense sector shall be advanced through engagements at both high and working levels, in line with the memorandum of understanding signed on July 11, 2025, between the Minister of Defense of Armenia and the Minister of Defense of Luxembourg concerning cooperation in the field of defense.
- The two states will cooperate within the framework of international and regional organizations to address common security challenges.
- The Parties reaffirm their commitment to maintaining a free, open, secure, and interoperable cyberspace.
- The Parties express their readiness to harmonize and strengthen cooperation to more effectively respond to large-scale cyber threats, focusing particularly on strengthening public-private partnerships and enhancing awareness and skills related to cybersecurity in both countries.
- The joint efforts will focus on the detection, prevention, and mitigation of cyberattacks, enhancing cyber resilience, and protecting strategic infrastructures through the exchange of experience and lessons learned.
- The Parties will explore joint measures to combat cybercrime, including technical cooperation and capacity-building for law enforcement bodies.
- Cooperation will also include the fight against hybrid threats.
- The Parties will hold regular consultations on disinformation, public diplomacy, and related areas as part of efforts to exchange experiences and address existing issues.
- The Parties will develop mutually beneficial cooperation against external information manipulation and interference, strengthening interactions between public and private institutions of the two countries.
- The Parties will explore opportunities for strengthening cooperation in the field of justice, including in the areas of criminal enforcement and human rights.
3. Economy, Stability, and Energy Cooperation
- The Parties reaffirm their commitment to developing and expanding economic and trade relations as far as possible, prioritizing areas of mutual interest.
- The Parties shall promote cooperation among their respective financial institutions in accordance with their national legislation.
- The Parties will explore the possibility of promoting joint ventures and research initiatives in the high-tech industry, based on Luxembourg's expertise and Armenia's developing technology sector.
- Economic cooperation will further develop by promoting communication among economically interested parties and startups.
- Recognizing the multifaceted challenges faced by Armenia as a landlocked country with limited access to global trade markets, the Parties will enhance cooperation to promote regional and international trade and transport connectivity, including by supporting each other’s projects, such as Armenia's "Peace Crossroads" initiative.
- Cooperation will be directed towards implementing the Sustainable Development Goals, promoting innovation and technological progress, as well as transitioning to a green economy.
- The Parties will explore opportunities to strengthen cooperation in agriculture, including smart agriculture, sustainable food, and food security, and will facilitate agricultural trade within their national legal frameworks.
- Cooperation will be directed towards addressing climate change challenges within the ecosystems of Armenia and Luxembourg.
- The Parties will promote participation in business, high-tech conferences, and exhibitions in both Armenia and Luxembourg as a platform for interaction, exchange of ideas, and establishing cooperation among interested parties.
- The Parties will develop cooperation in the energy sector, particularly concerning the development of green hydrogen and renewable energy projects.
4. Education, Science, Culture, and Sports
- The Parties will promote cooperation between higher education institutions, research organizations, and centers, as well as schools in both countries, particularly under European programs.
- Recognizing that culture and the arts hold real value and play a vital role in maintaining democracy and peace, cultural cooperation will focus on cultural policies and activities of common and European interest through regular exchanges of experts and joint projects, particularly in the fields of cultural heritage and freedom of artistic expression. The Parties will also discuss the implementation of scholarship programs between the two countries.
- Recognizing the importance of tourism as a means to promote mutual understanding, the Parties are open to dialogue related to tourism, including the exchange of experiences and cultural opportunities in the hospitality sector.
- The Parties will encourage closer cooperation in the youth sector and promote exchange programs for youth workers within the context of youth work.
- Recognizing the importance of international cooperation in the field of cinema and audiovisual arts, the exchange of experiences, best practices and knowledge, as well as establishing connections among producers, directors, and other professionals, the Parties will promote cooperation between the Armenian Film Foundation and the Luxembourg Film Fund within their national legislation frameworks.
5. Cooperation in Space and Technology
The Parties will explore possibilities for cooperation in the field of space and satellite technologies, as well as establishing potential partnerships between the space sectors of Armenia and Luxembourg.
6. Water Sector
The Parties will explore avenues for exchanging experience aimed at promoting investments and technical cooperation in the areas of digitization of water data and innovative monitoring systems.
7. Final Provisions
- This joint declaration does not create any legal binding obligations or financial commitments unless otherwise agreed in writing between the two Parties.
- This joint declaration does not preclude the exploration and development of new areas of cooperation by mutual agreement of the Parties.
- This joint declaration shall enter into force on the day of its signing and shall remain in effect unless either Party terminates it with prior notice six (6) months in advance.
