What is the 2019 document? Prime Minister Nikol Pashinyan also stated that the 2019 document is a summary of documents as of 2016 and is not a new proposal. This was said by the Deputy Speaker of the National Assembly Ruben Rubinyan during a conversation with journalists in the parliament about the negotiations for the resolution of the Nagorno-Karabakh conflict.

According to him, Armenia has not officially responded to it, because Armenia has seen the summary of the 2018 situation and was in the assessment phase. “To answer briefly, the 2019 document was a summary of documents as of 2018, meaning what was available at that point, and we were in the process of evaluating it,” Rubinyan stated.

He denied the opposition's claim that there was any new proposal in 2019 and that they had rejected that new proposal. “The 2019 document was not a new proposal; it was the legacy left by Serzh Sargsyan as of the end of his presidency. The Armenian side did not reject that document,” Rubinyan added.

As for the letter written by Serzh Sargsyan, he suggested understanding what the letter is about. “Serzh Sargsyan wrote that letter in August 2016. Most likely, he is responding to the August version of 2016. What does Serzh Sargsyan say? He says that this is not a good version. In the letter, he states that it is necessary to fix that the regions from which the Armenian side withdraws should be demilitarized,” he revealed.

In response to opposition accusations, he said that it was Serzh Sargsyan who refuted them with a letter addressed to Russian President Vladimir Putin.
