"You have discussed this draft for 5 years, and the system is set to be implemented on January 1, but it’s already December 2, and we are just now hearing the first reading in the National Assembly," she remarked.
"People know exactly how much they will be paying, but they do not clearly know what they are paying for; that list does not exist. You are creating a mega-insurance by studying the successful, established experience of private companies in the field, but your approaches, perceptions, and capabilities are different," she added.
