Papoyan on Import Discounts for Electric Vehicles
The exemption from VAT for citizens and legal entities importing electric vehicles will be extended for another year. This was stated by Minister of Economy Gevorg Papoyan during the National Assembly's session on December 2, where he noted that there would be one exception.
"The exception is as follows: we propose to apply this new regulation to vehicles produced after December 31, 2023, namely for the production years of 2024, 2025, and 2026," he said.
The minister also presented statistics indicating that Armenia has had not only VAT exemptions but also customs duty exemptions under a quota framework for the years 2022, 2023, and 2024. In 2022, the number was 7,000 units, while in 2023, 2024, and 2025, it rose to 8,000 units each year.
"In 2023, the import volume of vehicles was 9,635 units. This figure has increased by 75 percent compared to 2022. In 2024, the import volume reached 11,793 units, which is a 22 percent increase compared to 2023. Compared to 2019, in 2024, 17.6 times more electric vehicles and similar electric-powered transport vehicles were imported into Armenia. Specifically, as of November 19 (for the statistics of 2025), 16,381 vehicles have arrived in Armenia, alongside 7 buses and 2,479 motorcycles or mopeds, meaning that nearly 19,000 vehicles have come to Armenia, which is significantly higher than last year’s figures. Therefore, we can expect that by the end of the year, we will see a doubling of the import figures from last year," added Minister Gevorg Papoyan.
