A Group of High-Ranking American Generals to Visit Moscow
A group of high-ranking American generals will arrive in Moscow next weekend to discuss the peace proposal provided by the U.S. regarding Ukraine, reports The Guardian, citing American sources.
Earlier, an anonymous American official told ABC that it is likely that U.S. Army Secretary Daniel Driscoll, who recently visited Kyiv, will subsequently meet with Russian representatives. This was also reported by The Wall Street Journal.
On November 20, Dmitry Peskov, the press secretary of the Russian president, responded to these reports, stating that he is not aware of anything regarding this issue.
Driscoll arrived in Kyiv on November 19 to meet with Ukrainian President Volodymyr Zelensky. He presented the American peace proposal, which consists of 28 points, to the state leader.
Driscoll was accompanied by a team that included high-ranking four-star generals and several officials.
On November 20, the text of the American Peace Initiative was published by Ukrainian Parliament member Aleksey Goncharenko, and its authenticity was later confirmed by the White House. The proposal consists of 28 points, according to which Crimea, Luhansk, and Donetsk will be recognized as de facto Russian territories, while Kherson and Zaporizhzhia will be frozen along the contact line, which effectively means de facto recognition along that line.
Ukraine will not join NATO, and elections will be held in the country within 100 days; in return, the country will receive reliable security guarantees. Russia will be reintegrated into the global economy. The lifting of sanctions will be discussed and agreed upon in a phased and individual manner, according to the American initiative.
Russian President Vladimir Putin stated that Trump's plan could serve as the basis for resolution. He clarified that the Russian side has received the document, but it has not been substantively discussed since Washington has not received Kyiv's agreement on it.
According to the state leader, Ukraine and Europe are still 'dreaming of inflicting a strategic defeat on Russia on the battlefield.' Putin also noted that Moscow is ready for negotiations, 'but is satisfied with its current dynamics.'
