Ioannisyan on Documented Electoral Violations

Daniel Ioannisyan, a representative of the 'Independent Observer' monitoring mission, reported in a conversation with journalists that he visited approximately 40 polling stations since the morning. The main recorded violations include: procedural violations – 3, disputes – 2, organized movement of voters – 3, and intentional open voting – 1.

Ioannisyan noted that many cases of open voting were recorded, but one specifically was documented by observers as intentional open voting, meant to show something to someone, rather than for reasons such as lack of familiarity with the procedure or bypassing the voting booth line.

“There was also one case of an unauthorized person being present at a polling station, one instance of inaction on the part of the head of the electoral commission, four cases of substantial shortcomings in filling out the voters' register, and one case of temporary theft of a ballot receipt, which was later returned by the voter. We discussed the case but decided that it does not contain elements of a crime,” Ioannisyan stated.
