The Anti-Corruption Commission Initiates Proceedings Against the Human Rights Defender
The Anti-Corruption Commission is currently conducting proceedings regarding Armenia's Human Rights Defender Anahit Manasyan. This was reported by the newspaper ‘Hayordats’.
We inquired with the Anti-Corruption Commission for the following information:
- Has a proceeding indeed been initiated against Anahit Manasyan by your commission?
- If yes, on what grounds and based on whose application or report has it been initiated?
- What is the subject of the proceeding, and at what stage is it currently?
- When is the completion of the proceeding or the acceptance of a conclusion expected?
The temporary acting chairman of the Anti-Corruption Commission, Mariam Galstyan, provided the following response to the newspaper:
“Based on a citizen's application, the Commission has initiated proceedings against the Human Rights Defender for alleged violations of behavioral rules by a decision dated September 30, 2025, which is currently in the process stage. At the same time, considering that the proceedings involve confidential and sensitive information related to the personal lives of private individuals, and based on the necessity to protect personal and family life confidentiality, in accordance with point 2 of part 1 of Article 8 of the Law on Freedom of Information, the Commission cannot provide further details regarding the circumstances of the proceedings and the identity of the applicant at this stage.”
The Commission also urged the newspaper, if possible, to refrain from publishing any information regarding these proceedings until their completion, noting that, by law, the maximum duration for the proceedings is set for December 29, 2025.
