On October 20, more than ten searches were conducted simultaneously, including at least two in the building of the Gyumri City Hall. Investigators, supported by operative officers and a few police staff, went there. This was stated on the air of Public TV by Arthur Nahapetyan, the head of the Anti-Corruption Committee, who detailed why a significant police force was concentrated at the Gyumri City Hall on the day of Vardan Ghukasian's arrest.

“Later, as the process was underway, we witnessed that deputy community leaders and other officials made public statements calling on citizens to gather near the City Hall to obstruct the legal activities of the investigative body and to prevent the investigator from executing the decision to arrest the individual. From that moment on, additional forces were mobilized to ensure that legal actions could be carried out,” Nahapetyan said.

When asked why Vardan Ghukasian was running after the arrest, the head of the Anti-Corruption Committee responded, “Presumably, the aim was to prevent the gathered crowd from having access to him.”
