Investigations Launched into Mass Disturbances in Gyumri

On October 20, 2025, investigative actions were conducted by investigators of the Anti-Corruption Committee of Armenia at the administrative building of the Gyumri Municipality as part of a criminal proceeding under investigation by the committee. The actions were supported by officers of the Armenian Police.

A group of individuals gathered near the administrative building of the Gyumri Municipality, including around the entrances and inside the building, with the aim of obstructing the investigative actions. They intervened in the investigation, carried out mass disturbances threatening public safety, which were accompanied by acts of violence, destruction, and damage to property. During these events, violence was also directed against the police officers in an attempt to interfere with their lawful official activities.

As a result, on October 20, 2025, a criminal proceeding was initiated at the Shirak Regional Investigative Department of the Investigative Committee of Armenia under Article 327, Part 1 (participation in mass disturbances), Article 452, Part 3 (interference in the lawful official or political activities of an official), and Article 486, Part 2, Clause 1 (interference in the administration of justice or investigation). The prosecution of the criminal case has been entrusted to an investigative group.

The Investigative Committee warns that interfering with and obstructing the lawful professional activities of law enforcement agencies by various individuals may lead to criminal liability according to Armenian legislation. In this context, we urge the public to refrain from any manifestations of illegal behavior.
