Emma Palayan of the CP compromised with three errors in one declaration, concealed source of income.
The newspaper "Zhoghovurd" reports: "National Assembly deputy Emma Palayan from the CP, who came under public scrutiny following a scandalous incident where she appointed her husband as her assistant to prevent him from 'catching a cold' (a story that was broken by 'Zhoghovurd'), has made errors in her declaration.

Error 1
According to Emma Palayan's 2024 annual report, she owns a jointly-owned apartment in Yerevan, purchased in 2022, which has become one of the revolutionary gains of Palayan. According to her 2022 declaration, she bought the apartment for 25.2 million AMD. The deputy's cash assets amounted to 4.5 million AMD, and her reported income for the year was 13.222 million AMD, of which 10.222 million AMD was salary from the National Assembly staff and 1.5 million AMD was a tax refund from the State Revenue Committee. Of the income, 1.5 million AMD falls under 'other income,' the source of which is unspecified. This indicates that the deputy has external income that she is concealing from the declaring authority. This is a legal violation.
Error 2
As of December 31 of the reporting year, Emma Palayan's outstanding balances on loans and borrowings amounted to 25 million AMD, of which 21 million AMD was the remaining principal on the mortgage. However, interestingly, Palayan's mortgage principal balance has not changed in the last two years. This suggests that, according to the document, the deputy has not repaid the loan. Moreover, in comparison, one can observe that rather than declining, the mortgage loan has increased: it was 20.643 million AMD in 2022.
Error 3
According to Emma Palayan's declaration, her husband, Albert Martirosyan, is unemployed; however, in his own declaration, he received 1.294 million AMD in salary from 'Hayantar'. Alongside, her husband purchased a 2007 MERCEDES-BENZ worth 2.5 million AMD, which is double his annual income. Additionally, Martirosyan bought a KIA vehicle in 2023 for 1.5 million AMD. Martirosyan's outstanding loan and borrowing principal balance stood at 150 thousand AMD as of the reporting years. There are no loans, no corresponding income, yet every year for the last two years, he has purchased one vehicle. It should also be noted that Palayan's husband is a council member of the Shirak region's Gyumri community, and Emma Palayan is a member of the 'Civil Contract' party.
It is interesting to note that Emma Palayan's entire family is consistently in the spotlight due to various scandals. Her brother, Hayk Palayan, is an assistant to CP deputy Karen Sarukhanyan, whose former assistant was the deputy herself. Even the deputy's father has not shied away from controversy. The Palayan family appears to harbor internal animosity towards those from Artsakh. Government deputy Emma Palayan found herself embroiled in a scandal due to her brother’s actions.
Her brother, Hayk Palayan, responded to a critical comment about Prime Minister Pashinyan on Liana Vanoyan's humorous video comments section, addressing the user: 'Are you Armenian or from Artsakh?' The CP deputy considered her brother's phrasing an error and commented on his behalf, saying, 'He meant something else; he just poorly formulated his thought.'
Palayan’s father, Noro Palayan, has also expressed hatred towards Artsakh residents. Earlier, he shared a post by another user which stated: 'For a good friend, life is like KUTI from Artsakh.' This gives a glimpse into the Palayan family’s mindset."
