Hrayr Tovmasyan Found Guilty of Abusing Official Powers

On September 30, 2025, the Court of Appeal of the Anti-Corruption Court upheld the decision of the Yerevan City First Instance General Jurisdiction Court regarding former Minister of Justice Hrayr Tovmasyan, finding him guilty of committing offenses stipulated in part 1 of Article 308 of the Criminal Code, adopted on April 18, 2003. The charges involved the abuse of official powers by Hrayr Tovmasyan during his time as the Minister of Justice of Armenia.

It is worth noting that the Yerevan City First Instance General Jurisdiction Court had, on September 20, 2024, found Tovmasyan guilty of two charges under part 1 of Article 308 but had released him from criminal liability due to the expiration of the statute of limitations in 2019.

A prosecutor filed an appeal against the sentence concerning the reclassification of the acts and the application of the statute of limitations, while the defense attorneys submitted appeals requesting recognition of his innocence. The Court of Appeal of the Anti-Corruption Court decided on September 30, 2025, to reject the appeals and leave the verdict unchanged.
