Threats Against Armenia Do Not Origin from a Single Source, Says Head of Foreign Intelligence Service

The intelligence services have certain limitations in serving the purpose of awareness. This was stated by Kristine Grigoryan, the head of the Armenian Foreign Intelligence Service, while addressing the fact that a document published by her agency discusses that Armenia is subjected to hybrid attacks, but does not specify the names of individuals, organizations, or countries.

“In my personal opinion, it is written quite transparently and there are not many ambiguities. I would also say that this personal opinion and preference have been limited by the nature of the service, because traditionally and under normal circumstances, intelligence agencies do not disclose their main targets, they do not detail them, but calmly work in that direction. This is also a guarantee of our effectiveness.

There is no single state from which the hybrid threat posed to it comes from one source. It is simply impossible for such a thing to exist, and Armenia is no exception in this regard. Our sources of hybrid risks or hybrid threats have diverse geographies, and naturally, the history of conflict and cold relations has its certain impact. This cannot and should not be denied, but it is our agency's task to keep our radars open so that we can detect all risks or sources much earlier and accurately identify them.

Another very important question arises here, which is to whom these threats are attributed, because hybrid is precisely because there is a question of attribution. We need to operate using accepted methods and also be attentive to developments and our communication with international partners, because as I said, security is a team sport not only at the internal or national level; it is also a team sport for states that pursue the same values, directions, and democracy. Therefore, our cooperation with partner states and services at the international level is also part of our toolkit,” noted Kristine Grigoryan.
