State Spending $3.2 Million Due to Non-Compliance with Arbitration Court Ruling, Lawyer Says

The actions of the chairman of the Public Services Regulatory Commission exhibit characteristics of an alleged crime, specifically the abuse of official authority. This was announced by lawyer Armen Feroyan, a member of the defense council for philanthropist Samvel Karapetyan, who is currently imprisoned.

"Our legal team is conducting an in-depth examination of the actions of the chairman of the Public Services Regulatory Commission concerning criminal law aspects. At this moment, the documents and evidence in our possession provide sufficient grounds to conclude that the chairman's actions signify characteristics of an alleged crime. When the well-known arbitration court ruling was published and became known to the chairman, he wrote to the government requesting clarification regarding the government's stance on implementing that ruling. The letter was then addressed to the specialist in international affairs in the senior management who responded that the implementation of the arbitration court's decision is mandatory, in which case the manager's powers should be suspended," Feroyan stated.

He further noted that, despite this, the chairman of the commission failed to comply with the government's stance as expressed by the head of the office dealing with international legal issues.

Feroyan also pointed out that for the non-implementation of the arbitration court ruling, the state is spending $3.2 million.
