New Fines for Unregistered Vehicles in Russia
The Russian Ministry of Internal Affairs has proposed to reduce the payment deadline for administrative fines for owners of vehicles registered abroad from 60 days to just one day. If the fine is not paid, the movement of the vehicle will be restricted.
"The bill will contribute to the principle of the inevitability of punishment," the ministry stated. Currently, owners of such vehicles can freely leave the country within 60 days after the regulations on fines come into force.
The department clarified that if the fine is not paid within 24 hours, the vehicle will be impounded until payment is made. According to the Ministry of Internal Affairs, the number of decisions regarding vehicles registered abroad is on the rise: in the first seven months of 2025, 359,600 decisions were issued, of which 169,700 have been executed.
The draft law is currently in the public discussion phase, which will continue until September 13, 2025. An independent anti-corruption examination is set to be completed by September 5.
