A Citizen Displaced from Artsakh Dies in Prison; Health Complaints Ignored, Lawyer Claims

Dear Human Rights Defender,
It is with great sadness that I announce that my client, Artashes Voskanyan, displaced from Artsakh, passed away in Armavir Penitentiary on August 28, 2025. This was reported by lawyer Erik Beglaryan.
“Artashes Voskanyan had long complained about the deterioration of his health; however, unfortunately, these complaints were not responded to adequately. Despite numerous appeals, he was not transferred to a hospital or a specialized medical institution to receive proper medical assistance. The disregard for these complaints and the absence of an appropriate response have, apparently, led to the tragic outcome I am compelled to inform you about today.
Considering the aforementioned, I request that you take all necessary measures within your authority to:
- Conduct a thorough and complete investigation into the causes of Artashes Voskanyan’s death,
- Determine whether there have been instances of inaction, negligence, or failure to fulfill legal obligations by the responsible staff of the penitentiary,
- And most importantly, provide a clear legal assessment of their actions or inaction.
I believe that a detailed investigation of this case and an appropriate legal response are crucial not only for restoring justice but also for preventing similar incidents in the future,” the lawyer emphasized.
