Peace Treaty Between Armenia and Azerbaijan Will Not Be Signed This Year, BBC
The main obstacle to signing a peace treaty is the preliminary condition set by Aliyev: Armenia must first change its Constitution. He is unhappy that the Constitution references the Declaration of Independence, which at the very beginning discusses the "reunification of the Armenian SSR and Nagorno-Karabakh." This was stated by expert Thomas de Waal, a senior fellow at the Carnegie Center, as reported by the BBC.
"This precondition means that the peace treaty will not be signed this year. Changing the Constitution requires a referendum, which is unlikely to take place until mid-2026, and its outcome cannot be predicted. There are other issues that the agreed text does not resolve. Does this document have international guarantees? If one of the parties violates the agreement, what will happen next? Will the matter be referred to the UN? Is there a UN Security Council resolution that enshrines all this?" the expert noted.
According to him, Armenia has demanded the inclusion of an international mechanism for resolving disputes, but this provision has not been included in the final text of the document.
