Pashinyan on Agreements with Aliyev
In the presence of the President of the United States, myself, and the President of Azerbaijan, the foreign ministers preliminary signed the "Agreement on Establishing Peace and Inter-State Relations Between the Republic of Armenia and the Republic of Azerbaijan," as well as a joint application regarding the resolution of the OSCE Minsk Process and related procedures directed to the Organization for Security and Cooperation in Europe.
We adopted a joint Declaration of the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia regarding the results of the meeting that took place in the capital of the United States, Washington, which was also signed by President Trump. The Declaration records key agreements.
I and the President of Azerbaijan accepted the necessity of continuing further actions to achieve the signing and final ratification of the Peace Agreement and emphasized the importance of maintaining and strengthening peace between our two countries.
We reaffirmed the importance of opening communications between the two countries for domestic, bilateral, and international transportation based on the respect of state sovereignty, territorial integrity, and legal authority, with the aim of promoting peace, stability, and prosperity in the region and its neighborhood.
These efforts will include unhindered communication through the territory of the Republic of Armenia between the mainland of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic, and mutual benefits of international and domestic communication for the Republic of Armenia.
Attention was drawn to the opening of communications between the two countries for domestic, bilateral, and international transportation based on the respect of state sovereignty, territorial integrity, and legal authority. Unhindered communication through the territory of the Republic of Armenia between the mainland of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic will ensure mutual benefits of international and domestic communication for the Republic of Armenia.
The Declaration noted that the Republic of Armenia will work with the United States of America and mutually agreed third parties to define the framework for the implementation of the "Trump Route for International Peace and Prosperity" (TRIPP) communication program within the territory of the Republic of Armenia. Moreover, our determination was emphasized to diligently undertake all measures in order to achieve this goal as promptly as possible.
Along with the President of Azerbaijan, we acknowledged the necessity to outline a clear path towards a bright future that aligns with the United Nations Charter and the 1991 Alma-Ata Declaration, free from past conflict predetermination. We proclaimed that conditions have finally been created for our peoples to begin friendly relations based on the principles of inviolability of international borders and the inadmissibility of the use of force to acquire territories, after a conflict that caused unimaginable human suffering.
We recorded that this reality, which is not subject to and should never be subject to revision, paves the way to close the chapter of hostility between our two peoples. We categorically rejected and excluded any attempt at revenge, both present and future.
