Operator for Regulating Gaming Activities to Be Selected Through Competition for a 15-Year Term

The procedure for conducting a competition for the selection of an operator for the regulation of gaming activities, the rules for consortium participation in the selection process, the procedure for signing a contract with the operator, and the grounds for the competition being considered unsuccessful were all topics addressed by Edward Hakobyan, the Chairman of the State Revenue Committee, during his speech. He noted that this decision is aimed at significantly improving the efficiency of oversight in the sector.

"It defines the details of the competition process, particularly its procedures, participation criteria, phases of the competition, requirements for applicants, the procedure for deciding on the winning applicant, and several other issues," Hakobyan stated.

According to him, the operator will be selected by an inter-agency competition commission through an open competition, the composition of which has already been approved by a decision of the Prime Minister of Armenia.

As characterized by the head of the State Revenue Committee, the selected operator will conduct monitoring and establish an appropriate monitoring center, connecting it with organizations in the gaming sector, as well as certifying the authenticity of gaming products' certificates.

"Through this, we also enhance the credibility of reporting for taxable objects and expect an increase in tax revenues. With this reform, the system will also allow for monitoring the technical condition of gaming devices and software, excluding potential frauds, ensuring the rights and protection of players, and keeping especially vulnerable groups of society away from gambling," noted the head of the SRC.

He also mentioned that deadlines of 40 days and 60 days will be set for participation in the competition.
