Romanos Petrosyan on the International Court's Decision Regarding HEC
The Arbitration Institute of the Stockholm Chamber of Commerce has issued a ruling on July 22, 2025, under number EA 2025/121 regarding urgent matters. Romanos Petrosyan, the interim manager appointed for HEC, stated on his Facebook page that the scope of the examined issues differs from the objectives of appointing an interim manager and the actions to be performed by him.
"In particular, the purpose of appointing an interim manager includes, among other things, the prevention of risks related to the intentional creation of an energy crisis, ensuring public order, elimination of potential risks threatening state security, and preventing the concealment of abuses that occurred in HEC as well as avoiding further abuses. While respecting the precautionary measures implemented by foreign arbitration decisions, all must also adhere to the legislation of the Republic of Armenia and international agreements that establish the recognition and enforcement procedures for arbitration decisions," wrote Petrosyan.
It is noteworthy that Samvel Karapetyan and his family have won an arbitration urgent case initiated against the government of the Republic of Armenia.
