He accused the Armenian Revolutionary Federation of collaborating with the KGB of the USSR and with 'black hundred elements' from Russia, and then went to those same 'painful solutions' with the ARF and figures like Vazgen Manukyan, Robert Kocharian, and Serge Sargsyan. In short, he does everything to ensure that negotiations with 'external forces' take place from a more confident position. And together, they hindered the opportunity to achieve peace with Azerbaijan from 'more confident positions.' This way, they also brought the 'key' to the Nagorno-Karabakh conflict to Russia. In September 2022, Levon Ter-Petrosyan stated on Public TV that Russia likely has lost that key.
