False Certificates Provided in Gavar to Exempt From the Ministry of Defense Exercises
The Anti-Corruption Committee of Armenia reports that during the preliminary investigation of the examined criminal case, it was revealed that the administrative head of one of the communities in the Gegharkunik region of Armenia, with the intention of exempting his relative from the 25-day military exercises organized by the Ministry of Defense from March 18 to April 11, 2025, signed and stamped a false certificate dated February 11, 2025, claiming that the individual resided in the Russian Federation.
Subsequently, the administrative head provided this certificate to the staff of the Military Commissariat of Gegharkunik region’s draft and mobilization service, placing it into official circulation, resulting in the exemption of the conscripted citizen from participating in the military exercises.
Additionally, the preliminary investigation found that the administrative head signed and submitted another false certificate, also dated February 11, 2025, to the Gegharkunik Military Commissariat on behalf of the conscripted citizen, again stating that the individual supposedly resided in the Russian Federation, thereby preventing that person from participating in the 25-day military exercises.
The administrative head has been charged under Article 445, Part 1 of the RA Criminal Code (2 episodes) for the commission of the above-mentioned criminal acts. The preliminary investigation in the criminal case has been completed, and the materials of the case have been sent to the Anti-Corruption Court of Armenia with an accusation conclusion.
Based on the certificates provided by the administrative head on February 11, 2025, the two aforementioned individuals did not participate in the 25-day military exercises organized by the Ministry of Defense from March 18 to April 11, 2025, prompting a criminal case to be initiated under Article 462, Part 1 (2 episodes) and Article 46-462, Part 1 (2 episodes) of the RA Criminal Code, which has been assigned for investigative jurisdiction.
