Countries Imposing the Most Sanctions Against Russia Revealed
Countries imposing the most sanctions against Russia have been revealed: As of the end of April 2025, approximately 28,937 sanctions have been imposed against Russia. The majority of these (92%) were implemented since February 2022.
The United States ranks first in sanctions, accounting for 25.5% of all imposed restrictive measures or 7,384 sanctions. Canada follows with 12.6% (3,639 sanctions), and Switzerland with 11.3% (3,266 sanctions).
Next in line are Norway, the European Union—which is currently preparing the 17th package of sanctions against the Russian Federation—followed by Iceland and the United Kingdom, which have both imposed over 2,000 sanctions.
The top ten also includes New Zealand, Australia, and Japan. The least sanctions were imposed by Singapore, with 5, and South Korea, with 24.
