Over 11,000 Artsakh Residents Have Left Armenia
As of March 1, 2025, a total of 26,899 forcibly displaced Artsakh residents have left Armenia, with 15,642 having returned. This means that since the forced displacement in September 2023, 11,257 Artsakh residents have left Armenia and have not yet returned as of March 1 of this year. The data has been provided to CivilNet by the National Security Service of Armenia (NSS).
Alongside the increase in departing Artsakh residents, the number of returning individuals is also on the rise. Starting this April, the support for the living expenses and other costs of forcibly displaced persons, which was previously set at 50,000 drams (40,000 + 10,000), will be reduced to 40,000 drams and will be provided only for specific groups: individuals with first or second group disability, those aged 63 and over, breadwinners who have lost their caretakers, beneficiaries receiving social assistance or pensions, and children under 18 years old. Furthermore, from July to December 2025, the support will be provided to beneficiaries of specific groups at a reduced amount of 30,000 drams.
These changes are expected to lead to an increase in the rate of emigration among Artsakh residents.
