Fines for Bicycle and Moped Riders
When riding electric scooters, skateboards, gyroscooters, segways, or electric unicycles, it is essential to adhere to established norms, as stated by the Ministry of Internal Affairs. “When operating personal mobility vehicles powered by electric motors, such as electric scooters, electric skateboards, gyroscooters, segways, unicycles, and other similar transport means, it is necessary to comply with the regulations set forth by Armenian legislation to avoid administrative liability,” the report indicated.
Who has the right to operate personal mobility vehicles? Individuals who have reached the age of 18 and those who are at least 16 years old and possess the right to operate AM category vehicles.
In which cases is a fine imposed? Organizations renting out personal mobility devices are required to ensure that these vehicles are not operated at speeds exceeding 25 km/h. A fine equivalent to 29 times the minimum wage is also stipulated if the personal mobility device is not equipped with a speed measuring device as per legal requirements. This regulation is set to take effect on September 1, 2025.
For cyclists or moped riders making deliveries, a fine of 7,000 AMD will be imposed for riding without a helmet or with an unbuckled helmet. It is prohibited to transport passengers or cargo on personal mobility devices, except for luggage held without using hands, such as a backpack.
How is the traffic of personal mobility vehicles regulated? Riding on the roadway is permitted in a single line; it is prohibited to ride in tunnels and on wet road surfaces, among others. A fine of 5,000 AMD is designated for violating these requirements.
