Prime Minister Nikol Pashinyan stated that he does not consider the agricultural support program for 2025 to be a good initiative. "Let’s admit that I agreed to accept this program under the pressure of the messages that the farmers are demanding, they want help for the farmers. But I have spoken with farmers; this program has nothing to do with any of the farmers I’ve seen—zero. This is a support program for medium and large farmers, which is again a matter of political choice, but let’s not say that we support farmers,” he said.
He further expressed, "I confess that I cannot imagine how to help people, what to do for those people." According to him, the programs will make sense only when, after a few years of support, people themselves say they no longer need assistance as the economy has become more efficient. He remarked, "This is not a development program, and development programs either do not work or work only partially. We are doing agriculture in offices: we manage, sow, fertilize, and conduct analyses— all in offices," he stated. He added that they might still approve the program this year and allocate funds, but it would be ineffective.
